An Equal Opportunity Employer JOB SUMMARY: Responsible for providing technical and administrative expertise in code enforcement activities for Pulaski County, monitoring and ensuring compliance with Pulaski County codes, and handling documentation and recordkeeping pertaining to various code enforcement functions.

ESSENTIAL JOB FUNCTIONS:

Receives, investigates, and responds to complaints of alleged code or ordinance violations within Pulaski County; issues citations for non-compliance as required. Conducts field investigations for alleged code violations; fill out reports and other case documents, interviews witnesses and suspects, collects and maintains evidence, and provides testimony in court. Answers questions and provides information to citizens and property owners regarding potential code and ordinance violations; explains and clarifies code-related information for suspected issues. Aids citizens in the preparation of complaint petitions to ensure all requirements are met and required documentation is included; forwards complaints to appropriate County officials. Notifies property owners of code violations in accordance with applicable regulations, ordinances, and laws. Schedules and performs follow-up activities to ensure compliance from property owners including letters, calls, meetings, and discussions. Collects and compiles data received in response to complaints and violations; prepares regular reports for the County Judge when requested.Coordinates with the County Attorney in the preparation of documentation and evidence in support of legal actions; appears in court when necessary.Maintains accurate documentation and records for complaints including investigations, correspondence, enforcement actions, and any other documentation; updates records as needed.Interprets and explains codes and ordinances with firmness, tact, and impartiality to the general public, contractors, and property owners by telephone, correspondence, or in person.Ensures timely preparation of all correspondence, forms, orders, and other documentation relating to complaints, violations, and resolutions. Serve as a resource to other departments, the general public, and outside agencies in the enforcement of county codes and ordinances. Remains current on all applicable laws, regulations, and ordinances related to code enforcement.Completes all training required by the Commission on Law Enforcement Standards and Training (CLEST) to maintain law enforcement officer certification; ensures training records are maintained with CLEST and Human Resources.Collaborates with County Inspectors to document and mediate code violations found during inspections; ensures compliance with recommended actions and applicable regulations.Works in conjunction with the Public Works Director, Road and Bridge Director, County Judge, County Attorney, and other state and local officials to provide evidence in support of legal actions to be taken by the County.

SECONDARY DUTIES AND RESPONSIBILITIES:

Assists Park employees at multiple locations within Pulaski County in receipt of complaints or violations; gathers information and ensures that resolution is in compliance with applicable County code or ordinances. Receives complaints of thefts, vandalism, and other violations within Pulaski County parks; gathers information and forwards to the appropriate department; issues citations as needed. Maintains records of all park complaints and violations; prepares reports as needed. Performs other related duties as assigned. PERSONNEL SUPERVISED: None WORKING CONDITIONS:Work is performed primarily in a smoking-restricted environment. Occasional travel to various locations within the county will be required.

MINIMUM QUALIFICATIONS:

REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:

Considerable knowledge of state and county codes regulating dangerous and unsanitary property conditions. Considerable knowledge of code compliance and code enforcement activities and procedures.Ability to read, interpret, and enforce applicable laws, codes, and ordinances. Ability to compile information and prepare narrative and statistical reports and other correspondence.Ability to establish and maintain detailed record-keeping systems.Ability to maintain confidentiality of cases as required by law.Ability to communicate tactfully and efficiently, both in writing and orally. Ability to operate a motor vehicle.Ability to attend work regularly and reliably.Skill in the operation of a computer and related software.Skill in the operation and care of firearms.

PHYSICAL REQUIREMENTS:

Digital dexterity is necessary for keyboard operation and the operation of firearms.Visual acuity is necessary for the use of the computer screen, observation of the environment and individuals, and operation of a firearm.Ability to communicate orally, in person, in written correspondence, and by telephone. Ability to work in a constant state of alertness and in a safe manner.Ability to concentrate for long periods of time.

EDUCATION AND EXPERIENCE:

Completion of high school or GED equivalency; considerable experience maintaining records and files; considerable experience communicating and working with the public; some experience in the administration or enforcement of codes, ordinances, or other public regulations; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.
